City breaks in the summer holidays are fun and all, but we’d go as far as to argue that a ton of the most well-loved holiday hotspots in Europe are even better in winter. After all, winter is when summer destinations lose their throngs of tourists, and cosy wintery cities lean into the wintery-ness. 

If we’ve tempted you into heading out on a very wintery city break this year, don’t go anywhere. We’ve rounded our favourite winter city breaks on the continent for 2025, including famous classics, underrated spots and cities with packed-out festive events calendars. Europe’s best winter city breaks

1. Zagreb, Croatia

Best for: a packed-out Advent events calendar

Zagreb has quietly built itself a reputation as one of Europe’s premier winter destinations, primarily on the back of its award-winning Advent program. Across the festive period, the Croatian capital throws itself into all things Christmas with a dizzying enthusiasm, and the city is alive with traditional melodies, joyful street events, and all the twinkling lights you can imagine. Zagreb’s annual festive running race is one of the best in Europe, and the city’s creatives ramp up the productivity and performance over the period, providing plenty of reasons to get out of the cold and into a gallery, theatre, or concert hall. It might play second fiddle to Dubrovnik and the coast during summer, but winter in Croatia is all about the capital.

Stay here: There are plenty of hotels in Zagreb’s old centre, but Hotel International by Maistra City Vibes is a fantastic option. Located a 20-minute or so walk from the central square, the hotel tiptoes the line between personal and professional, with top-tier service and one of the best hotel breakfasts going.

2. Paris, France

Best for: a couple’s retreat

If your idea of a perfect winter break is misty walks in long coats, cosy restaurants and chilly morning trips to the bakery, well, essentially, you’ve been dreaming about Paris. But there’s a whole side of the city you only get to see in winter, like its many out-there Christmas markets, its array of fabulous hot chocolates and the hotels that go all out for the festive season. Ticking off the Louvre for your first time or a seasoned visitor, Paris will make your cold, wintery dreams come true. That’s a promise. 

Stay here: For a stay that won’t break the bank (as much as the others), try the monochrome Chess Hotel in the 9th district.

3. Ljubljana, Slovenia

Best for: Christmas lights and romantic day trips

No, your eyes aren’t deceiving you. The Christmas lights jammed into every space in the heart of Ljubljana really are supposed to resemble calculations, shooting stars, and galaxies. The Slovene capital’s annual lights are an ever-developing project unlike anything else on the planet, and make this beautiful city worth a winter visit alone. Throw in some seriously beautiful day trips (just a couple hours north, Lake Bled is on an entirely different level when the snow is falling) and some of Europe’s most jaw-dropping scenery, and you’ve got yourself your new favourite getaway.

Stay here: Smack-bang in the heart of Ljubljana is AS Boutique Hotel, an intimate spot positively dripping in style with the substance to back it up. The hotel’s exterior is just about as inviting as it gets, while the rooftop terrace has some of the best views in Ljubljana. Oh, and a jacuzzi, which should seal the deal.

4. Amsterdam, Netherlands

Best for: the ultimate city break 

If you’ve been visiting Amsterdam in the summer, you’re doing it wrong. This city is more magical than you can believe when winter comes around, as festive lights are strung along its canals and you’re craving good, warming Dutch comfort food. In October Amsterdam opens its most iconic outdoor ice rink, right in front of the Rijksmuseum, but if you’re lucky, its existing canals will freeze over completely, so you can skate all over the city. Combine that with dinner at De Kas and drinks at Café de Dokter, Amsterdam’s tiniest (and most charming) little bar, and you’ll probably never want to visit when the sun’s out again. 

Stay here: Splash out with a stay at the Hoxton’s second branch in the Eastern Docklands for its accidentally-on-purpose Wes Anderson décor.

5. Edinburgh, Scotland

Best for: eating out and foodie breaks

There’s never a bad time to visit Edinburgh, but there is something about the city in winter that shapes it in an altogether different light. Yes, the weather isn’t great, and yes, you’re going to need to wrap up warm, but those willing to brave the cold will be treated to some of the most achingly beguiling city scenes going – plus plenty of incredible warm, toasty restaurants to while away an evening in. Our favourites are Lyla, the Palmerston and Eleanore. Finish your evening in one of the city’s many pubs and enter a world of convivial characters and truly elite storytelling.

Stay here: Edinburgh can be a pricey city at the best of times, but you’ll find real value for money at places like Eden Locke, a sumptuous aparthotel on famous George Street. The gorgeous Georgian structure holds 72 studios and suites, each as charming as the last (the downstairs cafe is delightful).

6. Antwerp, Belgium

Best for: drinking Belgian beer – and visiting the coolest neighbourhood in Europe

Antwerp had a bit of a moment this year – we even named one of its neighbourhoods, Borgerhout, as the coolest neighbourhood on the continent. For lovely bars, cafés and restaurants, it’s well worth a visit – and the rest of the city comes alive for wintertime too, full of Gothic architecture, boutique shops and more. But the best thing? Belgian beer, duh. And it doesn’t get much better than when it’s pulled from the taps of a city-based brewery (De Koninck) or enjoyed in one of the many brilliant beer cafes (Witzli-Poetzli). 

Stay here: August is a ridiculously chic place to stay on your weekend in Antwerp. In what was once an Augustinian cloister, the building is no longer a place of worship – obvs – but there is something grand about its dramatic reception and pretty windows.

7. Innsbruck, Austria

Best for: some winter sparkle

The Tyrolean capital is the ideal place to experience the magic of winter in the Austrian Alps, even for non-skiers. Situated in the deep valley between two alpine ranges – flying into Innsbruck is quite the experience – the jagged peaks provide a stunning backdrop to the city’s medieval Altstadt, famous Goldenes Dachl (‘Golden Roof’), grand Habsburg palace and baroque cathedral. But to really appreciate Tyrol’s alpine beauty go up the Zaha Hadid-designed Nordkettenbahn cable car or Olympic ski jump to admire the glittering snow-capped mountains – or to nearby Swarovski Kristallwelten for some luxury sparkle, before warming up with a hot chocolate and Apfelstrudel in one of the city’s traditional inns.

8. Reykjavik, Iceland

Best for: exploring the wilderness

As cities go, Reykjavik is pretty titchy – Iceland’s countrywide population isn’t quite 400,000, and though around 80 percent of people live in the capital, it still feels like a little ski town. But that’s the best thing about it – the boutiques, bars and restaurants along Laugavegur (the high street), Hallgrimskirkja (the dazzling Expressionist church) and Harpa (its waterside concert hall) are all within a 20 minute walk of each other. Plus, it’s a gateway to the country’s moody, wildly beautiful landscape which is sprinkled with volcanoes, geysers, waterfalls and geothermal springs. Check out Hvammsvík (just under an hour’s drive from the city) – if you dare, you can even brave the sea. 

Stay here: ION City isn’t your average city-centre pit stop (although the fact it’s nestled on Laugavegur is super handy). A member of Design Hotels, this place incorporates Icelandic makers and materials into its decor, and is a cosy and stylish pitstop.
